Fireworks will allow you to use Photoshop Plug-ins as Live Effects. You can incorporate them into the program by selecting "Locate Plug-ins" from the Effect’s Panel Pop Out Menu and navigating your way to Photoshop’s Plug-ins Folder. The next time you start Fireworks you will see the Plug-ins listed

under the Xtra’s Menu. You can apply them as you would any other effect although not all of them work. A dialog box will appear on your screen to inform you that Fireworks can’t apply the filter that you’ve selected. 

The only drawback to using outside plug-ins is the fact that they will only display in a Fireworks document if the user has that particular plug-in installed. Don’t use them if others on your development team don’t or can’t have them installed on their machines and it’s important that they be able edit your documents.
